Urban Renewal funds will only come from property tax revenue increases beginning in 2007, and only on property within the Urban Renewal District. There are less than six homes located within the Urban Renewal District (these are all located in a commercial zone). So, the vast majority of home owners within the City of Winston will not pay taxes to the Urban Reneewal District.
It has been estimated that after 20 years, the Urban Renewal District will raise approximately $9 million dollars that will all be invested in improving the Urban Renewal District and thus Winston!
A question has come up regarding funding the Winston Police Department with Urban Renewal in affect. The City of Wioston has dedicated all of the property taxes they receive to Law Enforcement. This amount will be frozen for the property only with-in the Urban Renewal District. All other property taxes will continue to be used for law enforcement. Thus all property taxes from new homes built in the City will continue going to law enforcement.
This will also be the way property taxes for the Winston-Dillard Fire District, Winston-Dillard Public Schools, Douglas County, etc. will be affected. Each of these will continue receiving increases caused by new homes and development outside the Winston Urban Renewal District boundaries.
